Ex-head of Ukraine’s customs in 2019-2020 and first deputy Minister of economy in 2015-2019, where he was in charge of:

Former Head of the State Customs Service of Ukraine in 2019-2020 and First Deputy Minister of Economy in 2015-2019, where he was responsible for:
  • creating the widely acclaimed Prozorro e-procurement system (saved $4.3bn+ of taxpayers' funds and won the World Procurement Awards 2016 and OGP Awards 2016)
  • creating Prozorro.Sale for divesting state assets and land (over $1bn in sales, winner of the CitiT4Challenge 2017)
  • business climate improvement (+16 places in the World Bank’s Doing Business rating within 3 years)
  • launch of the State Customs Service of Ukraine as a new state entity
Prior to joining the public service, he worked for several leading investment companies and investment funds, participated in dozens of successful M&A and capital/debt transactions, and managed a portfolio of assets worth over $bn.

Donor Coordination Manager. Former advisor to the Prime Minister on International Technical Assistance coordination
8 years of experience in investment banking, finance and insurance, 7+ years of experience in managing donor-funded projects (incl. M&E and reporting). Successful track of reforms implementation (most based on digital and HR transformation, ecosystem development, communications, stakeholders engagement); years of cooperation with the top Government, CMU, civil society organizations, and Development Partners.

Daria was responsible for grant management in such reform projects: Prozorro (e-procurement system), Prozorro.Sale (e-system for the state assets sale auction), e-Health (electronic healthcare system), ideologist of open competitions for civil service in the State Customs Service, National Agency on Corruption Prevention, etc.

She has worked with a number of development partners: USAID, EUDEL, EBRD, WB, GiZ, the governments of Canada and the UK, etc.; being team member in the NGO: KSE, BRDO, IAA, etc.; having a role of the Project manager for educational startup StudyDive.com (winner of several pitching competitions at IT Arena, Startup Wise Guys (Estonia), presented at Web Summit (Portugal).

Under her coordination as the Team lead in CO Smart Angel, the national-level social media campaigns were conducted and reached more than 150 mln Ukrainians in 2022 and 2023.

Daria was an Advisor to the Prime Minister of Ukraine on the coordination of International Technical Assistance.

Degree as Systems Engineer and Economist /finance in the National Aviation University and Executive MBA in Kyiv-Mohyla Business School. She is fond of long-distance racing, boxing and good music.

Curator, lawyer with 10+ years of experience, institutional development specialist.

He has worked as a senior consultant on projects implemented in cooperation with the EBRD, Kyiv School of Economics, USAID, and a number of other international partners (including the Diia.Business network development project, the Go China market entry program, etc.) He has led projects to promote women's empowerment and the development of barrier-free spaces. He was a member of the Dentons and PBN H+K Ukraine teams. He was the head of the Export Promotion Office.

Curator of the Culture of Memory in Postwar Ukraine program. Head of legal projects at the Museum of Contemporary Art and the Pavilion of Culture Charitable Foundation. He headed the program "UALR: Study of the Ecosystem of Artwork Circulation in Ukraine" program on cultural legislation reform, implemented in partnership with the Ministry of Culture and Information Policy with the support of the Embassy of Switzerland in Ukraine.

Master of Laws (National University Kyiv-Mohyla Academy). He is fond of triathlon, ultra-long distance races, and the works of Oleksa Novakivskyi and Fedir Krychevskyi.

10+ years of experience in digital transformation, IT product and project management, and information security. 6+ years of experience in government reforms. Expert in technological integration and innovation. Successfully led large organizations and implemented reforms at the national level, with years of experience working with key government and parliamentary officials.

Former CEO of Prozorro in 2016-2022, where he was responsible for the transformation of the state-owned enterprise into a sustainable IT company, implementation, and development of new system components (Prozorro.Market, risk-oriented monitoring), and successfully transferred the system from Amazon to the Ukrainian data center.

Before joining the state-owned enterprise, he worked in leading Ukrainian and international IT companies, managed PMO and oversaw 150+ projects
